Building on the previous GTZ project Institutional Development of Water Supply and Sewerage Utilities which was also implemented by RODECO Consulting this sub-component of the GIZ water programme comprised strengthening of local operating structures for water supply within AUWSSC head office (HO) and the Strategic Business Units (SBU) in Kabul, Mazar, Kunduz & Herat (until 12/2013).
By means of technical and process advice as well as training measures and procurement of material/ equipment, the operational capacities of the local operating structures were developed and improved in order to increase operational efficiency and provision of water supply services. This included: (i) improving AUWSSC HO and SBUs strategic planning, (ii) improving the technical, commercial, financial and organisational processes of the SBUs. The component also advised the local operating structures in further towns in the Northern provinces, e.g. Taloqan, Pul-e-Khumri, etc. as well as (iii) designing and implementing sanitation systems, and advising key institutions in charge of operating the systems, particularly in Kunduz, Mazar and Herat.
Additionally, the component (iv) strengthened the strategic planning competence at national level (MEW) including capacity building measures in connection with the developed National Water Master Plan and the River Basin Management Plan.
