Project background: 

Improvement of the health of the people of the EAC, considering populations at risk in particular.

Service description: 

Supporting the EAC Secretariat, the expert prepares all documents for the procurement process based on generic technical specifications prepared by the Bernard Nocht Institute of Tropical Medicine (BNITM), Germany for mobile laboratory equipment for use against epidemics or pandemics  (equipment for 8 mobile laboratories  including vehicles;  distributed to EAC partner countries under EAC coordination) and associated test kits, support EAC to execute the tender process covering all steps including bid evaluation with a proposal for award of contracts and drafting of contracts, all acing to EAC and KfW procedures.

The procurement value is estimated at EUR 3.3 million.

Objectives: 

Overall objective: Strengthen capacities in all five EAC partner states to respond to outbreaks of infectious diseases, prone to cause cross-border epidemics, by rapid diagnostic capacities that enable a timely installation of control measures.

Specific objective: Equipping national public health laboratories with mobile laboratories (in parallel with technical consultancy by Bernard Nocht Institute for Tropical Medicine, Germany, to EAC for training, establishment of network of mobile laboratories with harmonised SOP’s, PT procedures and reporting systems with a stringent Quality Assurance System).

Result: 

National public health laboratories are equipped with mobile laboratories.
