Project description: 

The Consultant supports the Programme Management Unit under the MoHSPP in the implementation of the Investment and Accompanying Measures. The focus of the investment measures is on partially rehabilitating or newly constructing and equipping 2 Oblast Hospitals (Kurgan Tube and Kulyab) and 4 Central District Hospitals (Rumi, Varksh, Vose and Temurmalik) and elaborating and managing detailed maintenance agreements. In addition, the Tajik State National Research Institute on Obstetrics/Gynaecology and Perinatology will be partially equipped. The accompanying measures include all above-mentioned hospitals (7 in total) plus 4 Central District Hospitals (CDH) from the previous Project Phase, i.e. Yavan, Huroson, Hamadoni, Farkhor.

Service description: 
  • Needs assessment and concept development for hospital rationalisation plans (individual hospital master plans embedded in the overall rationalisation efforts in Khatlon oblast), and Emergency Obstetrics Concept;

  • Civil works planning, tendering, contracting and supervision;

  • Preparation of equipment lists;

  • Equipment selection, tendering, installation and user training; and

  • Financial monitoring.

The scope of the Accompanying Measures encompasses the following tasks:

  • Elaboration of national management guidelines for clinics – indication criteria for specialist referrals by using new technologies and equipment;

  • Development of new financial mechanisms for financing the programme supported hospitals in cooperation with the Ministry of Finance, local administrations and hospital management;

  • Elaboration of a concept and specifications for a system to interconnect the regional with the oblast level for telemedical communication;

  • Development of a strategy for the disposal of dangerous and infectious hospital waste and elaboration of a concept for implementation at regional level;

  • Development and support of the implementation of hospital management training, clinical training for operating and emergency procedures as well as training for the improvement of referral processes;

  • Development and execution of a maintenance system;

  • Improving hospital management incl. financing; and

  • Hospital waste management.

Objectives: 

The overall objective of the project is to contribute to the improvement of the health status of the population of Tajikistan, particularly of Khatlon Oblast. The programme objective is to increase utilisation of quality healthcare services by the population, as well as improvement of the efficiency and quality of medical care and emergency treatment in Khatlon Oblast. This is to be reached by rehabilitating and equipping selected hospitals as well as a set of Accompanying Measures to sustain the investments made.
