Project description: 

The current strategy of the Tunisian government regarding school education, aims amongst others at modernising the education system, increasing the efficiency and improving the services and the reactivity in order to meet the new economic and social requirements for human resources. Increasing the retention and school-leaving qualifications rate for the primary, preparatory and secondary education cycle, improving the education quality and reaching higher participation rates in the scientific and technical branches are the global priorities. To achieve this last objective it is necessary to provide the secondary schools with the missing laboratories and appropriate equipment.  

For the fulfilment of these general objectives the Ministry of Education has launched the Schools Modernisation Programme supported by EIB, KfW Development Bank and the European Commission. This programme helps to sustain the goals of the national education policy whose priority is to rehabilitate the school infrastructure which is currently severely degraded and does not respond at all to school demand. It foresees the construction of 59 new school buildings - 31 middle schools, 27 high schools and 1 boarding school - and the rehabilitation of 310 school buildings – 8 primary schools, 122 middle schools, 127 high schools and 53 boarding schools.

The Schools Modernisation Programme should also allow strengthening the capacities of the Ministry of Education and Equipment through staff increase on the one hand and through the benefits of the technical assistance measures put in place on the other hand.

Service description: 

Phase 1: Project preparation (6 months)

  • Elaboration of a project implementation manual;
  • Elaboration of a project implementation plan;
  • Preparation of designs for the new centers and rehabilitations in line with EIB standards;
  • Review of work specifications (according to EIB standards);
  • Elaboration of the environmental reference framework;
  • Elaboration of the project monitoring and evaluation system;
  • Support for land security;
  • Elaboration of a construction and equipment maintenance strategy; and
  • Organisation of trainings for managerial staff required for the project implementation.

Phase 2: Implementation (about 6 years and 8 months)

  • Support for the preparation and launching of calls for tenders, contract execution and monitoring (according to EIB procurement procedures);
  • Support for work monitoring;
  • Support for environmental and social studies;
  • Support for fund disbursement management and budget monitoring; and
  • Coordination activities.

Phase 3: Programme evaluation and elaboration of final report (1 month)

Objectives: 

The overall goal is to support the policy of the Ministry of Education with regard to the implementation of the Schools Modernisation Programme.

The specific objectives are :

  • Support the PIU in implementing the investment programme and establishing a monitoring system
  • Ensure that the project is executed in line with the norms and standards of the European Union and the Republic of Tunisia
  • Strengthen the capacities of the Ministry of Education on a central level and especially on the level of regional commissions. Trainings are to be delivered for procurement and design of school constructions.
  • Evaluate the project through the development of a project monitoring system and the collection of data enabling adequate evaluation.
