Project description: 

The purpose of the project is to assist the operating structure (OS) to overcome its lack of experience in managing EU funds and to improve the necessary administrative technical and human resources capacity of the OS to ensure successful implementation of the transport operational programme (TOP).

The priority projects of the TOP that the team is supporting among other things are:

  • Re-construction of Kosekoy-Gebze section of Ankara-İstanbul high speed railway line;
  • Rehabilitation and signalisation of lrmak-Karabük­Zonguldak railway line project;
  • Halkalı-Kapıkule railway line;
  • Filyos port project; and
  • Mersin container port project.
Service description: 
  • Capacity building and training related to financial management, accounting, management of EU funds, EDIS, financial and tax regulations, quality assurance and control;
  • Updating of the project implementation manual and project operational guide;
  • Support the IPA unit in the preparation for audit trials and review related documentation;
  • Prepare the setting up of a financial accounting system for the management of EU funds; and
  • Ad hoc support to MoT staff in questions related to the above points.
Objectives: 

To enhance the institutional building capacity of the operating structure for the transport operational programme in order to undertake the responsibilities and tasks that stem from the Council Regulation (EC) No 1085/2006 of 17 July 2006 establishing an Instrument for Pre-Accession Assistance.

Result: 
  • Enhanced technical and managerial capacity of human resources in the OS comprising IPA unit, internal audit unit and supporting units;
  • Increased institutional, technical and administrative capacity and experience of the IPA Unit for efficient and effective implementation of the projects within the scope of TOP and the TOP itself and for successfully overtaking the tasks delegated to the CFCU after the transition period;
  • Increased institutional capacity of the IPA Unit on programming, management, tendering, contracting, financial management, monitoring, evaluation and quality assurance and control of the projects within the scope of the TOP and TOP itself by the execution of common trainings and multi-annual training programmes for 4 years;
  • Developed capacity of the potential end-recipients and related institutions on the preparation and management of projects funded through IPA and increased awareness of the institutions and associations in the transport sector about Turkey-EU relations in general and the EU's place and policies in this sector in particular;
  • Prepared or updated documents such as the TOP, manuals, work-load analyses, job descriptions and/or annual implementation reports;
  • Executed site visits, on the spot checks and study visits; and
  • Improved capacity of the IPA Unit on the program and project monitoring activities.
