Project background: 

In many areas, the supply with drinking water had dramatically worsened due to the high number of IDP’s and refugees. The highest strain is still on the region of Faida with a total population of more than 200,000 people. The communities of Domiz, Faida and Shariya nowadays home not only 65,000 local inhabitants, but also an additional 50,000 IDP’s and around 8,000 refugees from Syria. Additionally, in this region five camps were established which offer shelter for almost 44,000 IDP’s. The centralized water supply for the region of Dohuk, only finalized in 2012, has already reached its capacity peak due to the high water needs.

Project description: 

Due to the need to support macro-, meso- and micro-level administrative units in the KRI, GIZ seeks to support the refugee camps/districts of Domiz, Faida, Shariya, Semel and Kabarto, as well as provide administrative and technical assistance to GDoWS, DoDW/ DoDOW and the DGoMs through collaboration with BRHA (now JCC), UN-Organizations and relevant Ministries/their administrative units.

Service description: 

Improve the Overall Water and Sanitation Services‘ Management in Duhok Governorate

Outcome 1: “Pilot Principles for efficient water management in KRI”

Main tasks

  • Advising the General Directorate of Water and Sewerage (GDoWS) in Erbil on the development of Key-Performance Indicators (KPI)
  • Advice and training for water directors in the field of financial management.
  • Implementation of management training courses in the Directorates for Water, Environment and Municipalities.
  • Advice on digitization and data management.

Indicator(s):

  • A system of relevant Key Performance Indicators (KPIs) developed by the General Directorate of Water and Sewerage (GDoWS) was introduced

 

Outcome 2: “Improve Water and Sanitation services for the population in host communities and camps

Main tasks

  • Consulting and qualification for the operation of Faida water production facility, Kabarto-and Domiz FSTP.
  • Advice on the reduction of non-revenue water (NRW) in host communities and storage facilities.
  • Advising the Directorate of Municipalities (DoM) and the Kurdish Refugee Coordination Office (JCC) on the introduction of the “Smart-Sanitation” Concept (to optimize FS disposal and energy efficiency).
  • Transfer of the pilot approaches NRW Reduction and “Smart-Sanitation” to other provinces.

Indicator(s):

  • In two water supply areas, water losses were reduced by means of systematic reduction measures.
  • The "Smart Sanitation" concept (to formulate improvement measures in the field of sanitation) was implemented by the Directorate General of Municipalities (DGoMs) and the Kurdish Refugee Coordination Office (BRHA) in a host community and two camps.

Objectives: 

The overall objective of the project within the initiative is the “improvement of the absorption [of] capacities into Kurdish institutional structures and [integration of] the facilities into a set of public services, which are commercially and environmentally sustainable”, which requires that “the water services for 28,000 households in Duhok and the surrounding area [is] increased on average to 6 hours per day” (Acting Area 2 module objective). As a first step to reduce the high water consumption, it is necessary to immediately adopt and enact new water tariffs. Initially, a higher flat rate is suggested but eventually water consumption will need to be metered and charged by volume. In addition, a public awareness program should be conducted to inform people about the scarcity of water in the KRI and the need to conserve it. The impact of refugees and IDPs living in camps puts additional strain on the scarce water resources. The objective is clearly formulated and allows guiding activities.
